I get asked about Curaçao pricing almost every week, and almost every time the operator has been working from numbers that are either two years out of date or missing half the picture. The LOK reform changed things significantly. The fees are higher, the substance requirements carry real weight, and the figures circulating on most comparison sites still reflect the old sub-licence regime that no longer exists.
This article sets out exactly what you will pay in 2026 for a Curaçao B2C licence obtained through ICOS. Regulator fees, third-party costs, and our service fee, all of it.
Regulator Fees Under LOK v2.0 (October 2025)
The Curaçao Gaming Authority introduced updated fee schedules when the LOK framework came into full effect. These are the current figures for a B2C operator:
- Application fee: EUR 4,592 (non-refundable, payable on submission)
- UBO due diligence fee: EUR 150 per Ultimate Beneficial Owner
- Qualified Interest Holder fee: EUR 150 per person
- Listed UBO addition (entity): EUR 2,551 per entity
- Annual licence fee (B2C): EUR 24,490, paid directly to the National Treasury
- Annual supervisory fee (B2C): EUR 22,960, paid to the CGA
- Total annual B2C cost: EUR 47,450, split across two separate invoices, both due by 15 January each year
In the first year, annual fees are calculated on a pro-rata basis from your licence grant date, and payment is due within 14 days of grant. If your licence is issued in July, you pay roughly half the annual amount for that calendar year.
Domain additions cost ANG 500 per year (approximately EUR 250) per domain. New game additions are charged at EUR 13 per game. There is no gross gaming revenue tax at the licence level, though operators generating more than EUR 50 million in GGR face additional reporting and compliance obligations under the LOK framework.
Company Formation and Substance Costs
This is where the Curaçao licence becomes materially more expensive than alternatives such as Anjouan or Nevis. The LOK substance requirements are real, and they need to be budgeted for before you submit.
Company formation (NV or BV, including Chamber of Commerce registration): USD 3,000 to USD 6,000, depending on corporate structure complexity and the registered agent you use.
Physical office in Curaçao: USD 5,000 to USD 15,000 per year. A physical presence on the island is mandatory under the LOK substance requirements. Article 5.12 of the LOK, which mandates full substance, has been postponed to 1 April 2027, but you still need a functional registered address and a demonstrable local presence from the point of licence grant. Operators who treat this as optional are reading the rules incorrectly.
Local managing director: USD 10,000 to USD 25,000 per year. This person must be identifiable, resident or locally present, and named in your CGA application. Some operators use a professional director service; others appoint a local hire. Either approach works, but the cost range is real.
GLI game certification: USD 5,000 to USD 20,000 or more, depending on the number of games and their technical complexity. GLI certification is a CGA requirement and cannot be deferred. The upper end of that range applies to operators with large proprietary game libraries or complex RNG configurations.
Audited financial statements: USD 3,000 to USD 8,000 per year, prepared by a Curaçao-registered accountant. This is an annual obligation, not a one-off cost.
AML/CTF framework preparation is included in the ICOS service fee and does not attract a separate charge.
The ICOS Service Fee
ICOS charges a single fixed fee of EUR 9,500 for the full Curaçao CGA application. There are no stage payments, no surprise add-ons, and no separate billing for additional document rounds.
That fee covers everything needed to reach licence grant:
- Full document preparation: UBO packs, corporate structure documents, business plan, AML/CFT policy suite, operations manual, and player protection framework
- CGA portal submission and two-phase review management: Phase 1 covers integrity and financial due diligence; Phase 2 covers technical and operational compliance
- Substance arrangement guidance, including office setup, managing director appointment, and key person identification
- GLI certification coordination (we manage the relationship; GLI fees are paid separately by you)
- Four months of post-licence compliance support included at no extra cost
Those four months of post-licence support are not a token gesture. They cover preparation and submission of your first quarterly operational report, CGA portal familiarisation, AML transaction monitoring setup verification, the first cycle of operations manual review, and responding to any CGA queries that arise in your initial operating period. Most operators encounter CGA follow-up questions in months one and two. Having that support included means you are not paying extra to respond to a regulator request that arrives six weeks after launch.

The wide range reflects the genuine variance in substance costs, GLI scope, and corporate structure. An operator with a simple structure, a small game library, and an efficient substance arrangement sits at the lower end. A multi-UBO structure with a large proprietary game library sits at the upper end and beyond. The ICOS service fee is the fixed element in every case.

From Year 2 onward, the application fee and company formation cost drop out, and the picture clarifies. The dominant cost is the EUR 47,450 annual fee. Substance costs remain, and if you are on the ICOS retainer, that sits on top.
What the Monthly Retainer Covers
The optional ICOS retainer is designed for operators who want ongoing compliance support without maintaining a full-time in-house compliance function. At EUR 1,000 per month, or EUR 800 per month on an annual contract, it covers:
- Quarterly operational report preparation and CGA portal submission
- Operations manual bi-annual review and update
- AML transaction monitoring oversight
- STR filing support via the goAML platform
- Annual financial statement coordination with your Curaçao accountant
- Regulatory update monitoring (ICOS runs automated weekly checks; LOK implementation updates are tracked as they are published)
- Policy updates when the CGA framework changes
- UBO and key person change notifications to the CGA
- Domain registration management
- Responding to CGA information requests
Quarterly reporting is the obligation that catches operators out most often. The CGA expects accurate, timely submissions, and late or incomplete reports attract scrutiny. Having that handled as part of a fixed monthly cost removes the operational risk.
The Annual Contract Option
The annual retainer is EUR 800 per month, billed as a single payment of EUR 9,600. That saves EUR 2,400 per year compared with monthly billing.
There is one additional benefit worth mentioning. If you sign the annual contract before your four months of included post-licence support expires, month five is free. You transition directly from the included support period into the annual contract without a gap and without paying for month five separately. For most operators, that makes the annual contract the obvious choice.
Why the Licence Fee Is Only Part of the Cost
The EUR 47,450 annual fee is the number people focus on, and it is the right number to start with. But it is not the full cost of holding a Curaçao licence.
Substance requirements sit alongside the licence fee, and they are not optional. Office costs, managing director fees, and annual audited accounts are recurring obligations that arise from the LOK framework. GLI certification is a one-off cost in Year 1 but may recur if you add significant new game categories. Operators who budget only for the licence fee and discover the substance costs after submission are the ones who run into cash flow problems at month three.
ICOS quotes the full picture from the first conversation. There are no surprises.
What Is Not Included in the ICOS Fee
For absolute clarity, the following costs are paid directly by you and are not covered by the ICOS service fee:
- CGA licence and supervisory fees, paid directly to the CGA and National Treasury
- Company formation government fees and Chamber of Commerce registration
- Physical office lease and utilities
- Local managing director salary or professional director service fees
- GLI certification fees, paid directly to GLI
- Auditor fees for annual financial statements
- Platform costs, game provider licensing fees, and payment processing arrangements
None of these are unusual. They are the operating costs of running a licensed gaming business, and they exist regardless of which consultancy you use to obtain your licence.
